Does this really surprise you?
This man announced that the federal fiscal year started/ended on February 30th. Were there Republicans embarrassed by this, or do only us Democrats cringe when this ape makes a mockery of the US with his Bushisms?
I'm surprised he knows how to open a book, much less turn one right side up.
Somehow I'm guessing that someone else opened the book FOR him.
